8ed75b2a3c Move DIP switches to MRA files 
This commit moves the DIP switches out of the config string and into
the MRA. Also added the coinage config. The New Rally-X difficulty
controls don't seem to be working, though they weren't working before
this commit either, as far as I can tell.
