Heinrich Schuchardt f6e7b65380 efi_selftest: simplify lib/efi_selftest/Makefile ...

We should not make anything in lib/efi_selftest if
CONFIG_CMD_BOOTEFI_SELFTEST is not defined.

We can make that test in lib/Makefile
