Commit dc146ca111 ("Kconfig: Migrate CONFIG_BUILD_TARGET") made the
mvebu default build target depend on CONFIG_SPL_BUILD. Unfortunately,
there is no such Kconfig symbol. Use the CONFIG_SPL symbol instead to
fix that.
