Masahiro Yamada d648964fc2 kconfig: remove unneeded dependency on !SPL_BUILD ...

Now CONFIG_SPL_BUILD is not defined in Kconfig, so
"!depends on SPL_BUILD" and "if !SPL_BUILD" are redundant.
