Adapt the exact clock-enable scheduler changes from PCXT to the PCjr core. - replace the derived XT pseudo-clocks with XT_CE_Generator on clk_chipset - update PCjr top-level, chipset and peripherals to consume cpu/peripheral enables - keep clk_select fixed to the PCjr base speed and add the shared XT timing helper to files.qip
