Tom Rini 7da6a9e7df Convert CONFIG_SYS_FSL_CORES_PER_CLUSTER to Kconfig ...

This converts the following to Kconfig:
   CONFIG_SYS_FSL_CORES_PER_CLUSTER

As part of this, correct the dependencies on SYS_FSL_THREADS_PER_CORE.
