Wasim Khan 504f8648f0 arch: arm: update Kconfig to select IRQ when GIC_V3_ITS is enabled ...

GIC_V3_ITS uses UCLASS_IRQ driver. Update Kconfig to select
IRQ when GIC_V3_ITS is enabled.
