Tom Rini 546a6f3a9b buildman: Allow 'gnueabihf' toolchains for ARM 
Many toolchains for ARM use the 'gnueabihf' suffix rather than just
'gnueabi', so allow these to be used, but with a lower priority than
'gnueabi' ones.
