Kever Yang 0532ceef30 rockchip: enable SPL_SYSRESET config for all Rockchip SoCs ...

With Makefiles testing for $(SPL_TPL_)SYSRESET, we need SPL_SYSRESET
for do_reset() in SPL for Rockchip SoCs.
