Split CONFIG_CC_OPTIMIZE_FOR_SIZE into two configs

This adds a separate CONFIG_CC_OPTIMIZE_FOR_SPEED option in a choice,
in preparation for adding another optimization option. Also convert SH's
makefile to use this new option.
